The director of the National Gallery of Australia has suggested India failed to keep track of its antiquities.

Ron Radford also said the gallery may have been ''the victim of a most audacious fraud'' over the purchase of Indian antiquities from disgraced antiquities dealer Subhash Kapoor.

But the loss of the 900-year-old Dancing Shiva statue had not even been reported when the National Gallery bought the work in February 2008.
