In the 25 years since Congress enacted the current Historic Tax Credit (HTC), the program has stimulated billions of dollars in private investment in the rehabilitation of America’s historic buildings, helping to preserve our heritage and breathe new life into communities. During this time, the HTC has emerged as the federal government’s largest program (by dollar amount) dedicated to supporting historic preservation.
The Lawyers’ Committee for Cultural Heritage Preservation is pleased to be cooperating with the National Conference of State Historic Preservation Officers (“NCSHPO”) to sponsor this Historic Tax Credit Essentials Seminar as part of NCSHPO’s annual National Historic Tax Credit Conference. The Seminar is designed to introduce participants to the essential legal and policy structures of the HTC program.
The HTC is jointly administered by the National Park Service and the Internal Revenue Service, in coordination with State and Tribal historic preservation offices. Not surprisingly, the laws and regulations governing the program reflect a blend of preservation and tax policies. The Seminar will begin with a presentation of the relevant basic tax laws. Next, a panel of state, local, and federal officials will discuss the National Park Service regulations, including the application of the Secretary of the Interior’s Standards for Rehabilitation. Final panels will address the practical ways in which the HTC is monetized or “syndicated” as a subsidy source.
NCSHPO’s National Historic Tax Credit Conference – of which the Seminar is one part – marks the one time each year that all HTC stakeholders, including public, private, and nonprofit, assemble to learn and network. This year the National Conference itself is being held as part of Historic Preservation Advocacy Week, which features a full week of events including the NCSHPO Annual Meeting and Preservation Action’s Lobby Day.
Following the Seminar, Seminar attendees are invited to attend a reception being hosted by the NCSHPO President, Ruth Pierpont, who is also the New York State Historic Preservation Office.
